most of our development scripts assume a unix-like environment
the common dev tasks at least (build, test, demo, format, lint) should support windows contributors, and the git line endings and pre commit hooks should be configured properly
maybe exercise these on CI? but the windows CI runners are flaky enough as it is, maybe not worth it.
