Configuration files at standard locations are ignored when CONDARC or MAMBARC environment variable is defined

For instance, the user condarc file (~/.condarc) is ignored when CONDARC environment variable points to another condarc file. Conda and older micromamba will merge the configurations from different locations. Is it an intentional change?
