as a music admin, I would like to individually approve each band for getting auto-emailed

Currently, music admins have the option to turn on and off different email categories, but, this is kind of a rough control and some more fine tuned control over the process is useful when you have some bands that are ready to get emailed and some that aren't.

We could take this in a few different levels of granularity, but for starters, I would suggest we potentially do something like this:
