Allow admin content manager to move New products block to be under the related products block

Description

On my 2.4.8 magento, I can see no way using admin tools to move the related product block to be under the New products block on a product details page.

Expected behavior

Allow the new product block to be moved to below related products block on product details page.

Benefits

It means the related products are seen before new products
