AWS Eventbridge Event Destination management

The Event Destination API has been released which allows us to configure EventBridge destinations through API calls. This should unblock this provider from managing them in Terraform.

@lukasaron Would you consider using the custom requests feature to implement this? So far it seems to be the suggested approach from Stripe as well: https://docs.stripe.com/api-v2-overview#sdks-that-support-api-v2.

Meanwhile, for those who think that manual processes are a defeat, here is a workaround based on Mastercard/restapi_object 2.0.1:

• module
• example of usage. In the example fanout only contains 1 consumer, I hope you can extrapolate in case you need several consumers.

Arquitecture: event destination (Stripe side) resource based on restapi_object -> event bus named in a certain way that matches Stripe naming -> event bridge rule(s) acting as the fanout -> event bridge target(s) -> SQS.
First 3 belong to the module. Last 2 to the example.

Based on a frantic day of testing it seems to work file. Event destinations created in Stripe appear instantly on AWS and it takes no time in becoming Active and being fully functional.
