Make Toolforge app in Flask to tag "main subjects"

• User chooses an author, a topic, an institution or a paper
• Paper is selected via Wikidata
• Title and abstract are pulled from Europe PMC API
• User tags directly "main subjects" on Wikidata

Pros: Seamless Wikidata integration. Easy to make.

Cons: Lacks text resolution (i.e. which words correspond to an annotation)
