Add public validation case: Toshiba 1SS383 multi-simulator model page

Goal: use Toshiba 1SS383 as a compatibility case because the vendor page provides several simulator model formats.

Suggested output:

• Validation manifest entry with public URL and expected diode values.
• Notes on available vendor model formats.
• Generation benchmark for built-in diode emitters.
• Optional simulator smoke result if a supported simulator is available locally.
