Cannot drop desktop shortcuts in any Fence following upgrade to latest version

I installed the newest version of Fences and restored it from a Backup done by the prior version. Everything seemed to work fine until I tried to drop a new shortcut onto the main Fence window. As soon as it's dragged over any fence the shortcut icon changes into a red circle with a line through it, and as soon as that's dropped, the icon snaps back to its original place on the desktop. This happens with any and all Desktop shortcuts.
What am I doing wrong. Does it have something to do with the current version being restored from a prior version?

Don't run the program as admininstaror.
Use a user writable location.

Eureka! Thank you for the incredibly fast response! I am very impressed with the support. Adfitionally, the recent updates have made the program reliable enough for my daily use. I previously used Stardock Fences but decided to switch after they moved to a subscription-only model, so I am very grateful for this alternative.
