The statement here is not completely true

Avoid: C:\Windows, C:\Program Files, or the root of C:.
For "Portable" Power Users
If you prefer to keep your portable tools in a custom system folder (e.g., C:\Tools), you must accept that drag-and-drop from the desktop will not work due to Windows security policies.

while you cant write files directly at the C:\ root as normal user you completely can create a folder e.g., C:\Tools and write files inside this folder as a normal user

You are right on this.
Directories at the root inherits creator owner rights and won't require elevation.
I'll update the documentation.
