Presidential Republic

We are a young and vulnerable State, and turbulent power dynamics might not be the best option for our short-term survival. One way how to deal with this temporary state is to create a temporary amendment to the Constitution which:

• sets up the Head of Government to be the same as the President, uniting the two offices;
• suspends the Congress's ability to select the Prime Minister or to demote them;
• keeps the public veto/dismissal power in the hands of the Citizens;
• keeps the demotion power of the Congress concerning the individual ministers; and
• This amendment will remain in force until 1000 citizens or more regularly live in the land of Gornja Siga.

Alternatively, we might consider the benefits of the Presidential Republic and the fact that it has served us well and amend the Constitution accordingly, fixing the above in permanence, with the following exception:

• Congress will be able, with a 2/3 majority, to demote the President/Prime Minister. This will be necessary to keep our mature government "responsible", an essential quality in order to be seen as a modern, democratic State.
• (possibly) there may be a special vote with the Referendum nominating and the Senate appointing the President. Alternatively, the Referendum will appoint them, but the President must be a Senator (like they are now).
