AutoGov Plugin displays error on entities that are not setup correctly

Summary

AutoGov Plugin works for entities in the catalog that are setup to use the Plugin. Some entities have the AutoGov section but are not configured and display an error.

Bug Report 🐞

Expected Behavior:

AutoGov section displays a warning to setup AutoGov if it is not configured for entity.

Actual Behavior:

An Error is displayed that is too verbose and doesn't really give any good input.

Steps to Reproduce:

1. Locate a plugin that doesn't have AutoGov Setup
2. Check AutoGov Status
3. Will display an error

Environment Details:

• Backstage version: 1.33.4
• Node version: Node v20
• Browser/OS: Brave Browser
