Why it remains useful

Latency, free-option behavior, and reveal strategy may matter after the honest immediate-reveal lifecycle is measured.

Activation trigger

• The honest immediate-reveal path and outcome metrics are stable.
• Maintainers select one bounded research question.
• Safety and ethical boundaries are documented.
• A Conditional package with owner, reviewer, evidence, and stop rule is approved.

Boundary

Core publishes bids immediately by default, supports only a bounded test offset, reveals immediately, and never introduces strategic withholding.
