Why was this repo deleted and reopened? Why have all the pull requests and issues gone?

There were some issues on this repo that I was subscribed, that now seemed to have disappeared:

• https://github.com/kirasok/cmp-hledger/pull/4 Add more completion capabilities
• https://github.com/kirasok/cmp-hledger/pull/6 Add screen recording in README.md
• https://github.com/kirasok/cmp-hledger/pull/5 Clarify installation instructions

I received emails from GitHub notifying me that these pull requests were closed. When I cliked on the links to these pull requests, I see 404 errors. I noticed that all pull requests and issues seem to have disappeared. It seems to me that this repo has been deleted, and then a new repo with the same name has been created.

Is there a reason why this has happened? This seems suspicious, almost as if an attacker has taken over this repo or the GitHub user of https://github.com/kirasok

I also note that this issue has received the number #1, which seems to confirm that the repository was deleted, and then a new one created with the same name.
