Improve '/dao' with Go

Rationale

• The '/dao' folder contains some outdated code and I suggest we improve it using 'Go'.
• Using frameworks is a hurdle these days, as they may undergo drastic changes for no apparent reason.
• We can stick on 'Solidity'. However, I have a roadmap in mind to extend it to 'Vyper + Titanoboa'.
• Testing and deployment can be done using pure Go code. For compilation, we need to rely on 'solc-js'.
• We will keep using 'React' for the UI, but a 'TypeScript' version instead.
• This would help us with some future DAO-related projects.
