It would be useful to be able to adjust the directory in which all commands run.

Yes. I think it's the part:

mkdir -p apt_repo
APT_REPO="$(pwd)/apt_repo"

in the build script.

$(pwd) could be something user-configurable or you would just cd into a given directory beforehand and you would then do a mkdir -p ${APT_REPO}. But I don't know if this is sufficient.

Sounds like a good idea. We need to be careful because all three scripts have assumptions on where files are. Adding a getops flag in build and repository that defaults to apt_repo should do. Can you provide a patch?

I tried to change the folder where packages are built, but it seems that multiple paths are involved. My original motivation was to avoid space constraints on the GitHub runners. Eventually, I worked around this by binding /mnt from the runner to /tmp in a Docker container and then running the action from there.
