Support for Vulkan `< v1.3`

Is it possible to support some older Vulkan versions, like v1.2, which is on Intel Hasswell iGPUs with proper fallbacks, without noticeable issues and without too much code complexity?

Possible, depends on your GPU. Could you post vulkaninfo output? The blockers are VK_KHR_dynamic_rendering + VK_KHR_synchronization2; if your device exposes those, a 1.2 target is doable.

And in fact, if we get to implementing mac/win support, we'd probably have to downgrade to 1.2 anyway as moltenVK only is at 1.2. But that's not for tomorrow.
