Create app-hosting IaC for InfraForge demo deployment

Problem statement

Repository lacks explicit app-hosting IaC for InfraForge itself (App Service/container runtime + app settings wiring). Demo deployment currently depends on manual portal/CLI steps.

Priority

P1 — concrete preflight blocker from deployment readiness review.

Acceptance criteria

• App-level IaC template(s) added for minimal demo deployment topology.
• Parameters cover subscription/resource group/region and required app settings.
• Template validation is documented and runnable (what-if/validate).
• Deploy/runbook references new IaC path.

Checklist

• Add IaC directory and template entrypoint.
• Parameterize for customer tenant inputs.
• Validate template in demo subscription.
• Update docs with deployment command examples.
