Not working with Cygwin on Windows

I've tried a few different ways to get this to work - but in general it seems to have trouble figuring out what OS I'm running.

Also, I'm getting errors like this:

Nothing is really working.

I found I needed to use
-std=c++14
to compile testoperators.cpp
