Doesn't appear to cache

Hi, for some reason the cache file (twiter.txt) appears to be empty, my "cache-dir" is pointing to the cache folder
e.g. 'cache_dir' => $base_url . './sites/all/themes/xyz/phpclasses/tweet-php-master/cache/'
