I have a question, by what update could IOS, ANDROID mobile users be able to use draw.io at the comfort of an app, and not a website?

You can use draw.io in your mobile browser (e.g., Chrome or Safari) and then use the browser's 'Add to Home Screen' or 'Install App' option to create an app-like experience. Additionally, there is no dedicated native iOS/Android app, but the web version at app.diagrams.net is fully functional on mobile browsers. As noted in closed issue #390, one workaround for an app-like experience is to use Chrome/Edge's 'Install as app' feature, which works similarly on mobile devices.
