setup rules and env for jsm

make the org's github have standard trackable projects.
includes:

• create template project format
• wiki describing how projects are documented and organized (using template)
• discuss rules for pushing to main, building, testing etc w arad.
• using the projects page for tracking progress. possibly create separate projects for different employees. check possibility of doing an overview mode (or just all in one and filter.
