[JENKINS-67840] Build containing empty password parameter is not allowed to be replayed

Hi!

Builds containing password parameters are now not allowed to be replayed due to the security update https://www.jenkins.io/security/advisory/2022-02-15/#SECURITY-2443

We are using the replay a lot for builds with an empty password value in the parameter. Might it possible to allow to replay a build in case of an empty password in the original build? Thank you very in advance!
