Allow to run pct tests on a limited set of repositories and their plugin(s)

What feature do you want to see added?

Currently, when a build failed on a few plugins, there is no (simple) way to restart a build only on them.

Similarily, there is not an "OOTB" way to specify in advance a custom set of plugin(s) we want to run in a pull request dedicated to one or some plugins in particular.

It could be useful to be able to specify a limited set of plugins on which to run pct tests.

Example of use case:

• test: investigate ssh-agent-plugin weekly test failure #7137 (comment)

Another example of use case: when working on every case of the pipeline without burning too much resources 💸

Could also be useful in conjunction of https://github.com/jenkinsci/bom/blob/master/RELEASING.md#releasing-the-bom to replay a BOM release build on potential flake(s).

Opened #7215, a slimmed down version of #7077 (since reverted) minimising the amount of introduced changes still useful to work on jenkins-infra/helpdesk#5208 in priority.

I'll revisit what I've left out later if needed.
