Status/debug command (kubectl plugin)

"Is my pod actually connected to Tailscale?" is a common question.

Ideas

• `kubectl ts status` or similar
• Show pod → Tailscale IP mapping, connection state, last handshake
• Could just be a kubectl plugin that queries the daemon
