This program requires an OS. Try finding a computer with TI Connect CE if the usual alternatives don't work for you.

Thank you! I have tried using TI Connect CE, but it doesn't work. Do you think you can make a special program for uploading OSes? Sorry if you don't have the time to.

You could always try TiLP but if it connect ce doesn't work the problem might not be on the computer side anyway. Better to ask TI-Cares.
