Artifact panel: drag-to-resize the drawer width

The artifact drawer is a fixed 480px (or fully expanded). Add a draggable divider so the user can set an intermediate width, and remember it across sessions. Deferred from the 2026-06 artifact-panel UX pass (which added the expand-to-fill toggle).
