Update Menu Bar/TopNav on Documentation Sites

Now that we've finished all the work in #3, we should update the menu bar to test everything (it's also quite ouf of date).

Changes to make to the topnav_ioos.yml file in navbars branch:

• Rename 'DMAC Implementation Standards...' to IOOS Data Standards & Requirements', change URL to: https://ioos.noaa.gov/data/data-standards/
• Rename IOOS Data Demo Center, update URL
• Remove the following sites/links (or perhaps move to an archive or deprecated list, see below): IOOS SOS Guidelines, IOOS Data Encoding TSV/CSV, IOOS Controlled Vocabularies)
• Remove software links: IOOS 52N SOS, IOOS ncSOS

Maybe we should consider reorganizing the header/menus entirely into different categories (names are just suggestions):

• Data Standards
  • all current, future data standards would go here
  • add https://ioos.github.io/ioos-atn-data/
• Software & Data Access
  • Compliance Checker
  • ioos_qc
  • ERDDAP Gold Standard (https://ioos.github.io/erddap-gold-standard/)

• Inactive/Deprecated Resources (?)

Remaining To Do list (copied from comment below):

• update the sidebar menu at https:/ioos.github.io to either match the topnav, or maybe link to sections in the main page content that then contain the repo-by-repo/site-by-site links and more descriptions. Not sure we need the same list of links repeated in both places
• update the content in the 'home' page at https://ioos.github.io with something better - graphics, categories matching those in topnav with brief intros etc, ...?
• add the deprecated resources in a list at the bottom of https://ioos.github.io
• Under the 'Software & Documentation' header, add a link to the Cloud Sandbox documentation site: https://www-sandbox.ioos.us/. This looks to be the most official informational page we have for Sandbox. Suggest adding it just above the link to Compliance Checker.
• Under the 'Software & Documentation' header, update Compliance Checker documentation link to: https://ioos.github.io/compliance-checker/) once CC docs site is fully deployed (xref: Create a Compliance Checker docs site at https://ioos.github.io/compliance-checker compliance-checker#1006)
• Under Data Standards & Formats, rename the current menu item titled 'IOOS Glider DAC Data Format & Guidelines' to something shorter (hopefully), and update the link to go to https://ioos.github.io/glider-dac. The new name of the Glider DAC Jekyll site is 'IOOS National Glider DAC', so we can just go with that, probably. Note: this was changed to 'IOOS Glider Specification' per: update site for the glider dac #13 (comment).

Some of the above were addressed by #13 and #14.

What about the Bio Workshop and/or Code Sprint pages?

Maybe we could break those out into a separate pulldown and call it 'Data Use & Community' or something? Open to suggestions.

Really we have at least three categories that could go into separate pulldowns each:

• I missed in my PR adding a link to the Cloud Sandbox documentation pages in the menu. Need to ask RPS if there's something more official than https://github.com/ioos/Cloud-Sandbox/blob/master/README.md as far as web presence/documentation. I recall a website but couldn't find the link from a quick glance at the repo
• Compliance Checker and gliderpy need better documentation pages (gliderpy link is dead at the moment). Talk to RPS about Compliance Checker and @ocefpaf about gliderpy (currently links to: https://ioos.github.io/gliderpy/)?

In other sites, I treat the sidebar_nav as a way to organize the content specific to that site (section headers and subpages). As a new user, a while ago, I was confused by what the sidebar was linking to. It was a little frustrating to have the sidebar take you to a section where you had to find the proper link, when we could have simply linked to the resource there. I'm not sure what the right approach is there. Maybe leave it off? That would make it clearer you're on a home page...

+100 Even just screenshots of the pages in each section would be helpful. We could make the graphics hyperlinks to the resource even.

I agree that Passive Acoustics Metadata should be deprecated. But, I suspect the passive acoustic project will be updating that page within a year or so. Probably making the metadata piece a section of a larger documentation page about passive acoustic data management.

We never put a whole lot of effort in to the content on the ioos.github.io home page, it was kind of an afterthought tbh.

I'd be in favor of dropping the sidebar entirely like you said if we could reorganize and improve what's on the main page. This is low priority so I'm probably not going to work on it any time soon. If you get some time and want to take a shot, please go for it, or maybe someone else will jump in to magically fix our docs sites beyond what we've already done...
