Why are some CI runs for main branch skipped when merging a pr?

Did I mess something up here? d86c404
I tried to remove duplicate CI runs when I was pushing into a pr. It would run push and pull_request.
@IceflowRE What do you think?

See latest CI runs of main branch.

Expected Behavior

All builds and checks must succeed.

We might have to add the || github.event_name == 'push' again.

Static Analysis and Release were skipped because Clang and GCC Release were canceled.
