Ability to adjust Touchpad Scroll Speed on Linux

The problem

Every Chromium-based browser on Linux has the same issue that scrolling with the touchpad scrolls extremely fast (compared to Firefox or Chrome on Windows). It makes precise scrolling pretty much impossible and is the only reason keeping me on Firefox. This issue specifically only applies to scrolling on touchpad. When using a mouse the speed of scrolling is fine. I have already tried just tuning down the scroll-speed of the touchpad in general with libinput, however that makes scrolling extremely slow on every native Linux application.

I know ideally that is an issue Google should Fix upsteam but I am doubtful of that happening any time soon.

Possible solutions

(Disclaimer, I am not experienced with Patches and what is and what is not possible with them)

My idea was possibly a patch that would intercept touchpad scrolling and slow down the scroll speed/customize the amount of pixels scrolled. Ideally with an option to customize the speed but just aligning it with the scroll speed on Windows would already be a huge improvement.
