shuffle command has no output when question bank is empty

Steps to reproduce

1. Run the app
2. Ensure that you currently have no questions in the question bank - i.e. list returns No questions found! Time to add some OWO
3. Run the command shuffle

Expected Output

Should inform the users that there are no questions to shuffle.
