Just a terminology note: it sounds like the occurrences of the terms "sub-registries" and "sub-registry" in the IANA Considerations should be replaced (as Roman suggested) with "registries" and "registry." It looks like were just overlooked, since you specify elsewhere in that section that "BPF Instructions" is the name of the registry group and "BPF Instruction Conformance Groups" and "BPF Instruction Set" are registries.
In this context, an example of a "sub-registry" would be a registry for "atomic32" or "aaa."
