Allow wagtail to manage all redirects

At the moment, wagtail can't manage redirects for paths that serve files from nginx like /proceedings/, /charter/ etc. ¹.

The better solution for this is to integrate with Cloudflare, so admin users can manage redirects from the wagtail admin and submit those changes to Cloudflare via Cloudflare API.
