Except when writing historical treatises, we generally want to get the newest revision of a 3GPP draft as opposed to the oldest version.
So https://bib.ietf.org/public/rfc/bibxml5/reference.3GPP.33.310.xml needs to point to Release 19, not to a document from 2011.
The results from
https://bib.ietf.org/get-one/by-docid/?docid=3GPP+TS+33.310
should be in some recognizable order (e.g., newest first?) and should be updated periodically (daily, not every second year); the page should offer a way to address individual revisions as well as "newest".
