specific dll cannot load dependency in java programm

so, i am hosting a minecraft server using windows 7, 

the minecraft server runs create sable, loading a custome dll file, wich depends on bcryptprimitives.dll wich imports ProcessPrng wich fails.
is there anny way where i can make the jar file launch java with the compatibility layer so it loads the other dll instead of the native one?

can i force the dll to be used with compability?
