Currently, the SiteDetails page of the Data Management App expects a datastream to have an intended time spacing value.
If there's no intended_time_spacing value, we should simply specify a small page size and fetch the first page of observations rather than grabbing the last 72 hours before the phenomenon_end_time and hoping the amount of data points provides a quality sparkline.
