[pftools] Water Balance Closure Tool: Diagnostics View

When the water balance does not close, hydrologists want to figure out if they have made a fundamental mistake somewhere. To do this, a bar graph showing the various components that comprise the water balance should be displayed.

User Story: As a hydrologist, when my water balance does not close, I want to quickly check if I made a fundamental error (such as a unit error) so that I don't waste time.
