Draft W3C UCM Community Group Charter #18

Description

@NatachaFernandez

Suggestions from the members present at 07/17/2026 meeting to be included in the charter:

Charter should define:

  • Mission
  • Vision
  • Scope of work
  • Deliverables
  • Standards alignment
  • Governance
  • Participation model
  • Decision-making process
  • Working process (GitHub-first, issue-driven)
  • Relationship to existing standards efforts
  • Success criteria

Guiding Principles:

  • Collaboration over competition
  • Build on existing standards instead of duplicating work
  • Person-centered / whole-person care
  • Evidence and implementation-driven development
  • Transparency
  • Community consensus
  • Continuous quality improvement
  • Shared "North Star" for the Community Group

Charter should answer:

  1. Why does this group exist? (Purpose)
  2. What problems is it trying to solve? (Scope)
  3. What will it produce? (Outputs/Deliverables)
  4. How will it work? (Process and participation)
  5. What is out of scope? (Boundaries)

Recommendation:
Structure the charter around what we aim to accomplish and what we expect to publish (outputs)
