Add IDs to DuctLeakageMeasurement and DuctInsulationMaterial to enable measure distinction

The current schema only allows for a measure to reference an entire HVACDistribution node. This does not allow for distinction between duct sealing and duct insulation measures which are often qualified differently by EE programs. Adding IDs to the properties associated with those measures would allow them to be specified without using the MeasureType property of the Measure node, which potentially makes automated evaluation easier.
