Full Concord Support

I'm raising this issue to request full concord support for Strfry. @alexgleason's PR should also help with this: #251

Thank you for proposing it. Let's get #251 merged first. That one adds proper NIP-59 support, which is a stable, widely adopted spec already in the NIPs. It's half of what Concord wants to have. It's uncontroversial and would be a win for all NIP-17/NIP-59 clients.
