Implement "reset usage counter" operation in WebUI

Expected Behavior

• There is an HTTP endpoint to reset a usage counter by entity
• The operation must require positive confirmation
• The operation must be possible to complete with just a Web browser
• Counter reset must generate a snapshot of the current state in a well known location
• Non-UI logic must be reused with Implement "reset usage counter" operation in Reactive Console #288
