Remove the old fee schedule files and tools

Decide what to do with the legacy feeSchedules.json files, the system file 111 export, and the old load path in V0490FileSchema. They may still be needed for backward compatibility, must decide before deleting.

Also update or remove the yahcli CostOfEveryThingSuite, because it uses the old FeeBuilder.
