Discord Bot

I'd like to bundle a Discord Bot you can run as part of HARM.

It should allow people to:

• Start/stop servers
• Check server player counts
• Ban players
• Kick players
• Optionally get server status updates
• Add mods to servers
• Check server mod lists (with workshop links)

For now, we'll say the bot is self-hosted, and one HARM API maps to one Discord server (i.e. permissions and stuff only have to apply to one guild)
