release/tag: request for new release of `listenerutil` with recent changes

Commits b4a7f3e5652cb93b2c3c3f42bb2b2c8ed21641ac and 11d13fcce1fa13d9dd247ae92bfce2cebf2e05f8 would be useful for Nomad; specifically the migration to `hashicorp/cli` which would allow us to remove all traces of the old library.
