Add HIP-1028 in the CI once the hedera-local-node is released with the latest images

Problem

Currently, the latest local node version doesn't include the images needed for HIP-1028.

Solution

Once the local node releases a new version including HIP 1028 on both services and mirror node, we should bump the local node version within smart contracts repo, then we could add a CI run for HIP 1028 tests.
