Re-enable test CI workflow

This was disabled as of https://github.com/hack-as-a-service/frontend/commit/83d821e30b9cf7a799431c97a4126c25d1509864 because the workflow is broken for now, but the (small) current tests do pass. We need to fix this and have tests running again sometime.
