REST API from PDC

We're currently pulling PDC metadata records by hand. We should talk to PDC about some sort of REST API so we can pull metadata programmatically.

As per meeting with Greg (PDC): We'll get a sample JSON from Greg; in parallel he'll work on providing a REST API to request these JSONs
