nomad not electing leader

This is hands down the best tutorial "hello world" example I've seen of nomad and consul out there. So many thanks for putting this out there.

I gave it a show today, and while terraform apply finished successfully, after going to my local-forwarded port for nomad I see "No Cluster Leader". I'm going to try to debug and work through this, but creating this issue now in case others see it or have ideas.

As of this writing, it also seems that no 'consul' service is running on the consul boxes, though, I do see nomad and consul running on the nomad boxes.

Looks like 553db56 stands up and the nomad/consul UIs work though - with a minor change to an apt-get install line about sshguard.

Though, this seems odd:

All three (screenshot shows 2) nomad instances think they're the leader? That can't be right.
