Cannot pan zoomed in page unless you have a scroll wheel that can scroll horizontally. (Desktop)

What went wrong?

On desktop when zoomed in, there is no way to click, hold, and drag to pan a page. If I use the arrow keys, it changes the page. The only way to do so is if I have a mouse with a scroll wheel that can trigger horizontal scroll actions.

How can we reproduce it?

1. Open book on desktop
2. Cause image to be zoomed in, part of it off screen
3. Attempt to pan horizontally
