Use the artifacts output layout

Use the [artifacts output layout](https://learn.microsoft.com/en-us/dotnet/core/sdk/artifacts-output) such that all build by-products (bin, obj, package, test results, etc.) go into subfolders of a root "artifacts" folder. This makes cleaning up the repo really easy -- just delete the artifacts folder!
