Data reformat wants

• Get rid of UobsAge
• Get rid of wal params
• Get rid of mn_length-at-age and replace with length-at-age similar to wt
• Move age_trans_matrix index fromfleet_control to comp_data for time-varying age_trans_matrix without mapping fleets
• remove proj_f from control
